Parmi les différents facteurs\, ce qui semble déterminant dans la formation de capitalismes émergents ou à l’inverse de capitalismes bloqués\, réside dans la nature de la coalition sociopolitique (alliances de classes) qui prend corps au niveau de l’Etat. Le rapport que la classe dirigeante dans le cadre des Etats autoritaires entretient avec le monde entrepreneurial (plus précisément la classe des grands entrepreneurs) apparaît fondamental pour la compréhension des phénomènes de transition industrielle ou d’absence de transformation structurelle. En cernant le type de rapport qui se noue entre élites politiques et élites entrepreneuriales (intégration\, coopération\, domination\, conflit)\, il deviendra possible d’apporter des éléments de réponses à la question fondamentale des conditions de transformation d’un Etat néo-patrimonial en Etat émergent. »Présentation personnelle : Professeur agrégé de sciences économiques et sociales\, Doctorant au CED \n\n\n\nCommunication 2 \n\n\n\n« Transnational policy coalition(s) and the making of social protection policy in Africa. An inter-organizational network analysis of the National Social Protection Strategy of Madagascar » par Alain Piveteau (chargé de recherche IRD/LAM) et Jean-Philippe Berrou (maître de conférences LAM/Sciences Po Bordeaux)From a collective work with Deguilhem\, Thibaud ; Delpy\, Léo & Gondard-Delcroix Claire. \n\n\n\nOver the past two decades\, and even more since the covid-19 crisis\, social protection in Africa has become a prior axis of the new agenda of international donors for social policies with a strong interest for social cash transfers (SCT) mechanisms. For some authors\, there is a broad international coalition of actors that formed a coherent epistemic community that advocates for SCT programs in developing countries. Since the early 2000s\, the number of SCT programs on the continent has continued to grow. However\, the empirical evidences show that\, while largely donor funded\, there are a variety of national social protection schemes across the continent. Our paper proposes to investigate the articulation between donor’s logics and national politics in the construction of social protection policies in Africa by analyzing the nature and the role of transnational coalition(s) in the making of the National Social Protection Strategy (NSPS) of Madagascar. We propose to focus on the way international and national actors interact within the transnational coalition(s) that are formed during the process of public policy making.  From a theoretical perspective\, for an accurate understanding of how international influences interplay with domestic political actors through transnational coalitions we adopt a public policy analysis that combine the Advocacy Coalition Framework (ACF) with Policy Network (PN) approaches. The combination of these two approaches around an inter-organizational network analysis allows for a deeper understanding of how the NSPS is constructed in a highly politicized process during which some actors and the advocacy coalition they formed are more or less influential. More precisely we investigate how the transnational social cash transfer coalition exercises or not its influence in the policy making process of social protection policy in Madagascar.
